Welcome to the Noblesville Police Department’s Records Division.  If you wish to report an accident, incident, violation, or other issue, please call 9-1-1 for emergencies or the Hamilton County Dispatch non-emergency number, (317) 773-1300.

The Administrative Office is open from 8 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.  Cash, personal checks, money orders, cashier’s checks, and credit cards are accepted forms of payment at the Records Window.  Please note:  a convenience fee will be applied to each credit card transaction to cover processing costs.

REPORTS

The Records Division is responsible for maintaining all reports filed by the Noblesville Police Department (NPD).  Copies of vehicle accident reports may be obtained for a state-mandated $5.00 fee.  All other NPD reports are available at no cost.  Please wait a minimum of two business days after filing a report before requesting a copy.  Incident reports are only available once a case has been closed.  You may call ahead to verify availability at (317) 776-6340.

Reports may be picked up at our administrative office located in the Public Safety Building, 135 South 9th Street, or you may request your report online at the appropriate link below.

Electronically request and pay for accident reports at:  www.npdpayments.com.  Accident reports will be emailed once the request and payment have been processed.

Electronically request all other reports at:  Request for Public Record, Noblesville Police Department.  Requests will be processed in the order in which they are received.

INDIANA HANDGUN LICENSE APPLICATION - Noblesville Residents Only

Step 1:

The Indiana Handgun License Application is only available online at the Indiana State Police website.

In order to complete the online application, you must provide a valid email address.  Please record your application number in a safe place.  You’ll need this number to check the status of your application or to make future changes to your permit information.

Step 2:

After completing your online application, schedule an electronic fingerprint appointment with IdentoGO.  The state requires all fingerprints to be submitted electronically.  You will incur a fee at the fingerprint location.  There are no other application fees.

Step 3:

Go to the Noblesville Police Department (NPD) approximately 10 days after completing your fingerprints.  Please bring your driver’s license or photo ID which shows your current Noblesville address (used to verify jurisdiction), your fingerprint receipt, and your application number.  NPD is open 8:00 a.m. to 4:30 p.m., Monday through Friday (excluding federal holidays).  If you reside outside of Noblesville’s city limits, you will need to contact the Hamilton County Sheriff’s Office or your local police department to complete your application process.

NPD will conduct a local background investigation.  Please ensure you’ve completed your online application as completely as possible.  Any criminal information found missing from your application could affect your approval status.  You should receive a status email within approximately 2-3 weeks after we receive your application information.  At that time, we will submit our approval or rejection of your application to the state, and they will finish their portion of the processing.  If your application is approved, your permit will be sent to you via U.S. Mail.  If your application is rejected, you will be notified via U.S. Mail and will receive instructions on how to file an appeal, if desired.

Please keep in mind that you have 180 days from the time you complete Step 1 to complete Steps 2 and 3.  If you miss the deadline, you’ll have to restart the process.

GENERAL FINGERPRINTING AND LIMITED BACKGROUND CHECKS

NPD will fingerprint citizens that reside within Noblesville’s city limits free of charge (excluding fingerprinting for concealed carry permits which must be performed by IdentoGO, (877) 472-6917).  If you reside outside the city limits, please contact your local police department or the Hamilton County Sherriff’s Department, (317) 773-1872.

NPD conducts fingerprinting services on Tuesdays from 11 a.m. to 1:00 p.m. and Thursdays from 1:00 p.m. to 3:00 p.m.  Fingerprinting can take some time, so we require that you schedule an appointment ahead of time by calling (317) 776-6340.  You will be required to provide a valid driver’s license or other identification card at your appointment.

Limited Background Checks

NPD will perform limited background checks free of charge.  These checks only report arrests which occur within Noblesville city limits.  For more extensive background checks, please contact the Hamilton County Sherriff’s Department, (317) 773-1872, or the Indiana State Police (https://www.in.gov/ai/appfiles/isp-lch/). 

Individuals may only request limited background checks on themselves, and a valid ID will be required at the time the local background check is requested.  Government agencies requesting background checks must present proper identification and a release form signed by the individual being investigated.


PARKING CITATIONS

City of Noblesville parking enforcement is now handled by Denison Parking, a company with over 80 years of experience in the parking industry. Parking citations are issued according to Noblesville city ordinances and may be paid here. You may contact Denison parking with any questions at (317) 770-4300.

If you wish to contest a parking ticket, please click here to print the Court Referral Form. Return the completed form to Denison Parking at 135 S. 9th Street, Noblesville, IN 46060. Your parking fine will be frozen as of the date the appeal is received or postmarked until the appeal process has been completed. You will be contacted by the Noblesville City Court regarding a hearing date for your appeal. Please note: If you are found guilty by the Court, you will incur state-mandated court costs in addition to the original parking fine.

PARKING PERMITS

Parking permits are available to persons who work or live in the downtown Noblesville area. Fees are dependent upon the type of permit requested and proximity to the downtown area. To request a parking permit, click here for the Permit Application Form. Denison Parking will contact you within 48 business hours of the receipt of your application to provide additional information.

 

SECURITY ALARM PERMITS

Residents and businesses within the Noblesville city limits who install a new security alarm system or activate an existing alarm system upon moving into a new residence will need to fill out an Application for Alarm System Permit and pay a $5.00 application fee.  You may print out the permit application form via the link below.  Bring the completed form and payment to the Noblesville Police Department during office hours or mail to Noblesville Police Department, Attn: Records Clerk, 135 S 9th St, Noblesville, IN 46060.  You will be provided with a numbered permit sticker that should be placed on a storm door or window as close to the front door as possible.  Alarm permits are good for as long as you reside at the location listed on the permit application.

VEHICLE INSPECTIONS

Citizens requiring a vehicle inspection should contact Hamilton County Dispatch at (317) 773-1300 to request the assistance of an available officer. Per the Indiana Bureau of Motor Vehicles, any vehicle from another state that is being titled in Indiana, including vehicles owned by new Indiana residents and vehicles assigned to an Indiana resident on a manufacturer's Certificate of Origin, must receive a vehicle inspection.  The inspection will confirm the Vehicle Identification Number (VIN).  The inspection may be done at any Indiana license branch or BMV-certified partner location at no charge or may be completed by a law enforcement officer.  The officer must complete a Physical Inspection of a Vehicle or Watercraft - State Form 39530 after completing a vehicle inspection.

SOLICITORS

The Noblesville city ordinance that governs solicitors requires that solicitors submit an application, be approved, be issued a solicitor ID, and follow the “Solicitor Duties” outlined below.  Unpermitted solicitors or solicitors that engage in deceptive soliciting practices or otherwise violate the ordinance may be cited, fined, and have their permit revoked.  To report soliciting violations, please call (317) 773-1300 when the violation is occurring so an on-duty officer can be dispatched to the location.  We also do our best to track every complaint that comes, so please e-mail [email protected] to report your violation as well.
