Chris Jensen, Mayor
As a proud Miller, Mayor Chris Jensen is honored to serve the community he has called home his entire life.
Professionally, Jensen worked in business development for a civil engineering firm, assisting cities and counties across Indiana on infrastructure development. Before his current role, Jensen served on the Noblesville Common Council from 2016 to 2019. Jensen also served as executive director of the 2016 Indiana Bicentennial Commission. Jensen worked for many years in the administration of former Indiana Governor Mitch Daniels. He served as special assistant to Lieutenant Governor Becky Skillman and director of Intergovernmental Affairs, where he served as the key link between the Lt. Governor’s office and local units of government.
Jensen and his wife Julie, both Butler University graduates, are active members of the Noblesville community. They are the proud parents of CJ, Vivian, Hank and Emmy Kate.
The Mayor's Office oversees all city departments and employees.

Clerk
The City Clerk is an elected office currently held by Evelyn Lees, who began her first term in 2016. The Clerk keeps the city seal, prepares agendas, takes minutes, and keeps all records for the Common Council, all Council committees, the Board of Public Works and Safety, and various boards and commissions. The Clerk is responsible for public advertisement of meetings and legal notices and assists the public with requests for information. The office manages city ordinances, resolutions, contracts, and Riverside Cemetery records. The Clerk also serves as the statutory Clerk of the Noblesville City Court.

Common Council

The Council consists of nine members - three are elected across the city (at large) and six are elected specific to certain areas of the city (districts). Council meetings are open to the public and held on the Tuesdays that follow the second and fourth Monday of each month at 6 p.m. in the Council Chambers at City Hall, 16 S. 10th Street. Changes to regular meeting dates are advertised pursuant to Indiana Code 5-14-1.5-5. Meetings are also listed on the Events Calendar. In addition, Council members meet as four-person subcommittees to review the services and functions of our city and other issues.

Finance & Accounting
The Office of Finance & Accounting is the central financial services support operation for the city. The financial services provided include payroll; accounts payable and receivable; banking and cash management; capital asset accounting; financial reporting; budget development and management; and strategic financial analysis.
City Court
Judge S. Matthew Cook

Judge Cook currently serves as the Activities Chairman and Assistant Scoutmaster of Boy Scout Troop 101 and serves on the Board of the Megan S. Ott Foundation, which assists women undergoing breast cancer treatment. His past community involvement includes being a board member of the Noblesville Chamber of Commerce, Noblesville Schools Education Foundation, Meals on Wheels of Hamilton County, Fifty Club of Hamilton County and the Noblesville High School Alumni Association; serving as Deacon at New Hope Presbyterian Church and president of the Noblesville Noon Kiwanis; coaching Noblesville Babe Ruth and Youth baseball and basketball at the Noblesville Boys & Girls Club; being a member of the Noblesville Elks Lodge; and Pack 135 Cub Scout leader.
Judge Cook and his wife, Lynn, an elementary school counselor, have three sons.
911 Communications
Engineering Department
The Engineering Department manages the installation of all public works infrastructure for new residential, commercial and industrial developments. Such infrastructure includes, but is not limited to: sanitary sewers, storm sewers, roadways, concrete curb & gutter, multi-use trails and sidewalks. The Engineering Department, in conjunction with the Department of Planning and Development, administers sanitary sewer and drive cut permits, as well as, improvement location permits.
A major responsibility of the Engineering Department is the administration of all capital improvement roadway projects. In general, the Department of Engineering manages all major roadway projects from preliminary conception to final completion. The Engineering Department also serves three additional functional purposes: construction management, support services for other city departments, and developing procedures and guidelines for prospective developments.
Fire Department
In 1871, the Noblesville Hook and Ladder Company was organized to secure protection of the properties within Noblesville. Over the years, the Noblesville Fire Department (NFD) has seen many changes since its humble beginnings. Currently, the NFD has 140 career firefighters, including 10 full time staff positions, operating out of 7 fire stations. Station personnel consist of three shifts, each of those shifts operating on a 24-hour schedule. Each shift consists of a Battalion Chief, 8 Officers, and 38 firefighters.
NFD covers a rapidly growing area of 58 square miles within its jurisdiction. These 58 square miles consist of City and Township of Noblesville with a population of approximately 72,000 citizens. In addition to fire suppression, we provide emergency medical services (EMS), consisting of Basic Life Support (BLS) and Advanced Life Support (ALS/Paramedics), providing transport in 4 ambulances. NFD also maintains a Hazardous Materials Team, Dive Team, and Tactical Rescue Team.

GIS
Geographic Information Systems, or GIS, is a powerful information system that is designed to work with data referenced by spatial or geographic coordinates. Simply put, GIS is intelligent mapping that uses attached databases to provide citizen's robust information such as property information, trails, service routes, and many other informational boundaries within the City. The GIS Department is responsible for the City's mapping, data collection and maintenance, and online infrastructure upkeep.

Thank you for your interest in the Noblesville Police Department. It is our mission to safeguard and serve our community using proactive approaches to law enforcement while respecting individual liberties and encouraging a positive work environment for our employees. To accomplish our mission, our department has implemented a variety of progressive and community-oriented tactics to help improve the quality of life for the citizens we serve.
Our community-oriented policing tactics are used to assist Noblesville residents with issues that are not solved by traditional police responses and resources. These issues are generally considered “quality of life issues” and are usually resolved by coordinated responses by the Noblesville Planning Department Code Enforcement Officers as well as the Noblesville Police Department Community Service Officers who bring on-going or repetitive problems to a permanent resolution using tools beyond infraction/ordinance citations and criminal charges.
We strive to make Noblesville the best community for all residents. If you are experiencing a problem or issue between friends, neighbors, family, or other residents, please feel free to get into contact with our department for resolutions.
The Noblesville Police Department understands the importance of creating partnerships with our local businesses. We have designed the Business Watch Program to provide that direct line of communication between the department and businesses necessary to keep our city safe and provide important training to your employers.

The Noblesville Police Department is committed to firearm safety. If you have firearms at your home, we offer free gun locks at the Noblesville Police Department (135 S 9th St). They are available Monday through Friday from 8:00 a.m. to 4:30 p.m. (excluding holidays).
Our Video Surveillance Access Program allows us to find video around Noblesville that could help us identify suspects and suspect vehicles. Please add your information if you have a video surveillance system at your residence or at your business.
Our District Policing Program assigns officers to one of 8 districts in the city. If you live in Noblesville, please reach out to these officers for problems or concerns that are NOT emergencies and they will contact you within a day or two to work with you towards a solution. Trash collection will be delayed one day for the remainder of the week. If the holiday falls on a weekend, your collection day will not change. Trash collection also may be delayed due to severe weather.
The City of Noblesville does NOT pick up grass clippings. Additionally, the Hamilton County Household Hazardous Waste Center no longer accepts drop offs.
- Grass clippings should be included with resident's waste totes.
- Overage bags can be purchased at the Street Department (exact cash/check only) for anything over the waste containers.

Utilities Department
The Noblesville Utilities Department is a 24-hour facility that handles wastewater treatment. Additionally, the department handles the monthly wastewater utility treatment costs, sanitary sewer line locations, sewer problem resolutions, and collection system assistance.
Trash service for City of Noblesville residents is billed through the Utilities Department. For information regarding trash pick-up schedules or issues with trash/recycling containers, call Republic Services at 317-567-6400. For unresolved issues regarding trash pick-up, contact the Noblesville Street Department at 317-776-6348. All trash billing questions should be directed to the Noblesville Utilities Department at 317-776-6353.
The overall mission of Noblesville Utilities is to promote professional and personal services to their customers to adequately safeguard their investment in infrastructure and facilities, and to promote the long range economic development for the community in order to hold cost of services down.

Clean Storm Water Program (MS4)
The program’s mission is to educate the public and promote practices that help improve the quality of rain water that runs off into our streams, reservoirs, lakes and rivers. Rain water can easily become polluted before running in to these bodies of water because of contact with pet waste, lawn fertilizers, litter, oil from leaking vehicles, and much more. The water that comes out of faucets starts out as rain water, so the goal is to keep rain water as clean as possible by educating the public about easy ways to prevent water pollution.

The City of Noblesville and its regional partners have developed many ways for individuals interested in assisting in helping us maintain and improve our watershed.
Clear Choices Clear Water offers opportunities for individuals of groups to pledge to improve issues that directly impact our water quality.
The White River Alliance offers many opportunities to get involved in the active management of the White River and its watershed. Such as:
- The Annual White River Clean-Up- clean the most critical body of water in our region

- River Assessment Field Team (RAFT)- become a water quality sampling team member
- Stormwater Action Team (SWAT)- become a steward to keep our storm drains clean
STORMWATER QUALITY MANAGEMENT PLAN
Polluted stormwater run-off is a leading cause of impairment of many U.S. water bodies. Because of this, the system of conveyances (piping, drains, ditches, streets, etc.), designed or used for collecting or conveying stormwater in urban areas, known as a Municipal Separate Storm Sewer Systems (MS4), are considered “point sources” of pollution. Under the U.S. EPA’s Clean Water Act, all point sources of polluted stormwater runoff must be regulated under a National Pollution Discharge Elimination System (NPDES) permit. The Indiana Department of Environmental Management (IDEM) is the permitting authority for Indiana and requires municipalities to develop and implement a plan to meet the NPDES permit conditions. This is known as a Stormwater Quality Management Plan (SWQMP), and must address solutions for the following elements:
- Public Education, Outreach, Participation, and Involvement
- Illicit Discharge Detection and Elimination
- Construction Site Storm Water Runoff Control
- Post-Construction Storm Water Management
- Municipal Operations Pollution Prevention and Good Housekeeping

A coordinated approach to public health & safety
The challenges facing first responders are rapidly changing. By adopting new techniques like paramedicine, establishing partnerships and processes to ensure mental health and addiction treatment and follow-up, and partnering with Noblesville Schools to proactively protect children, the Noblesville community can build public safety agencies that have the organization, staffing, training and leadership in place they need to prevent and respond to new public health and safety challenges.
